This man (Jordan Maxwell) is a shill for the system and tells lots of lies to mislead people, but in this case he is giving us the definition from a law dictionary and I have seen this definition in a law dictionary also, so in this case he is telling the truth, but that is what misinformation agents do; they tell enough truth for one to start believing that everything they are saying is true.
