    Maybe (just a suggestion) if you use the word ‘case’ you are agreeing you have something to answer to, but when using the word ‘matter’ you are just dealing with an issue that has been brought to your attention that needs further investigation?

    interesting ,matter is detail with in a case. how i understand it , a case is “jones vs smith” , matter is ,” jones’ car crashed into smiths house, because he left the hand brake off”.

    here are my references,

    NZ law dictionary , matter is something that is being done, talked about or thought about
