All Rights Reserved with Signature?

I have been googling this for clarification, but much of it refers to copyright. Can anyone clarify what writing “All Rights Reserved” with a signature does? Do you know if this is written above or below a signature? Is it signature-only, or do you have to add a Name if, e.g. a form has not already asked for it)?

Thanks so much was looking to clarify this as SPER is threatening suspension of my DL on a council dog fine . I am going to take my FIB to transport dept and say I have lost my license and see if I can get a replacement and sign All rights reserved. 🙏🙏

I went today , SPER had not cancelled as threatened, I resigned , all rights reserved and they are sending me a new DL. It was an electronic signature but at least it is recorded

So there has been no change to how one’s signature is to be put ? Mark told us that he was reviewing this with a friendly lawyer some time ago.

I had more clarification from last week’s Q&A as I ask a question re this. In relation to adding “By”, that is no longer needed. I am not certain where the All Rights Reserve goes, under the name or after the signature.
So instead of:
By: signature All Rights Reserved
Only add:
Signature All Rights Reserved
(Whether along same line or under, I am not sure). Hopefully either is fine.
