    I recently sent a PRESENTMENT a speeding fine back to SPER as a Bill of Exchange can anyone confirm that when we sign it we must AUTOGRAPH ( The living ) it and not a SIGNATURE ( The dead) as only the living can ACCEPT it for VALUE. In Bouviers law dictionary VALUE is common law. Apparently when we send our Bill of Exchange the balancing of the BOOKS is only done on the PRIVATE side and the DEBT remains on the BOOKS on the PUBLIC because even though we send it registered mail the BILL of Exchange is not registered on the PUBLIC side and we must get a NOTORY to witness and REGISTER it on the PUBLIC side also the NOTORY can see the living and the dead. It seems to me the reason Bill of Exchanges are not working on the PUBLIC side is that the HOLDER of the BILL does not show Both sides of the Account BOOK to ( Debt Collectors) and will have the DEBT still in PUBLIC can anyone confirm this thanks.
