Q1. Has anyone tried it recently.

Was a third edition ever released?
Q3. Is there a list of dealers who will accept promissory notes?

The information is valid but you would need to find a dealer who was willing to try it and support it. It means approaching different dealers and presenting the whole explanation of the process to them.

I assumed I would have to do some legwork, but hoped to save a little time.
When I find dealer(s) I will post a list.
The paper you posted is the one I found on the SE site.
