You would only post one non consent process eg non consent to vaccines, in one envelope but you can have several parties in one envelope being sent the non consent to vaccines as long as those parties are all at the same address and make sure each party has their own certificate of mailing. BTW I have only just seen this post of yours as the algorithms on this site are not showing every post to me on the community page. I only saw this post because I checked in the private forums to see if there were any new posts.
