  Source of Authority to Issue Money Orders

  For a third party to be bound by an obligation to pay a debt on your behalf, wouldn’t they necessarily need to be included in a contract or agreement and provide their consent? If so, how is it that a Money Order could be deemed ‘sufficient’, unless “THE TREASURY” (Drawee) ever agreed to pay a debt on your behalf?

  Aren’t they already bound in their capacity as Trustee to the CQV account?
