They own the Original Makers Registration Document/ New Vehicle Identification Statement, which is mimicking the Original Birth Registration that bonds us to the System. They own the Title to control the property and then we register it back from them and wear the liability. We are caught in a trap with the Olde Bait and Switch move once again.
